In the near future, the city of Detroit, Michigan is on the verge of collapse because of financial ruin and crime rampant. The mega corporation Omni Consumer Products enters into a contract with the city to run the police. OCP plans to destroy the "Old Detroit" and replace it with the utopia of "Delta City". Recognizing that law enforcement is not enough to stop a crime spree, OCP operates several programs to find the robotic replacements. A program, the ED-209 enforcement droid, led by Senior President Dick Jones (Ronny Cox), malfunctions and kills an executive in the course of his demonstration. As a result, the president of OCP (Dan O'Herlihy) opts for a program cyborg helmed by young executive Bob Morton (Miguel Ferrer), called "Robocop." Jones is furious with Morton to go over his head. The program requires a recently deceased Robocop "candidate" for the conversion, to get one, OCP reorganized the police in crime-ridden Metro West area will die waiting for an officer on duty and become a candidate. A veteran officer as Alexander James Murphy (Peter Weller), who is partnered with Anne Lewis (Nancy Allen). On their first patrol, which follow a team of criminals led by Clarence Boddicker boss (Kurtwood Smith) to an abandoned steel mill. Murphy and Lewis separated. Lewis is a state of unconsciousness followed by one of the gang, while the rest of Boddicker angle Murphy and sadistically mutilates men with shotguns Boddicker the first run with a gunshot wound to the head.Lewis, unarmed and unable to help, witnesses the murder in horror.Murphy was pronounced dead in hospital, but OCP takes his body and uses it to create the first Robocop.

Robocop is guided by three major directives written into its programming to serve the public trust, protect the innocent and enforce the law. This is followed by a directive which placed fourth in the know. He is able to cope alone with the most violent crime in the city, causing the rest of the police force to become worried they may be replaced. Unknown man from his monitor, RoboCop retains memories of his life as Murphy, including brief glimpses of his wife and son, and the spinning action holstered his gun before it, a trick Murphy had done for his son. Lewis recognizes these elements to be Murphy's mannerisms, and tries to learn more from RoboCop, but he remains silent on the issues. Because of the success of Robocop, Morton was promoted to become one of the Vice Presidents OCP.
The success of Morton and Jones have the arrogance leads Boddicker, his secret service, kill the young executive. Meanwhile, an armed robbery of a service station by Boddicker allows men to track down Boddicker in Robocop a bunker cocaine. RoboCop structure and breaks into a shootout between him and the bandits follows. Boddicker reveals his alliance with Dick Jones. RoboCop then learns Boddicker. RoboCop Jones visits in its offices in OCP statement showing Boddicker and preparing to arrest Jones.
The directives previously unknown fourth secret, preventing RoboCop to arrest or harm any officer of OCP, active, disabling Robocop. Jones boasts RoboCop on the Fourth Directive, which Jones added to the program of Robocop. Jones also has its role in the murder of Morton, and then sends an ED-209 Robocop against.Robocop, handicapped by the Directive, requires the car. ED-209 proves unable to descend a ladder, allowing Robocop to escape.Robocop when entering the car park of the complex building, a police SWAT team is waiting for him with orders to destroy it. The hail of bullets seriously damages the armor Robocop, but he is saved by Lewis, his former partner.
Lewis tends to Robocop injury at the steel mill itself where Murphy was killed, and discovers that there is still a current Murphy old self, despite the increase cyborg. Meanwhile, the police launch their long-threatened strike, sending the city into chaos. Jones arranges for Boddicker and his men to be released from prison and funds with new cars and assault guns can puncture heavy armor of Robocop. Boddicker team converges on steel using a tracking device provided by Jones. Robocop and Lewis to defend themselves and kill the whole group. RoboCop Lewis is seriously injured but alive.
Robocop OCP headquarters back to itself and uses a cannon to destroy the onslaught of DE-209 guarding the palace. Arriving at the center of an Executive Committee meeting with the president, Jones, and other leaders, RoboCop plays Jones's confession to the murder of Morton and explains his inability to stop employees OCP. Jones quickly takes a gun, takes the president hostage, and begins to make demands. The President, after being told about the Fourth Directive of RoboCop, OCP Jones to fire, allowing to shoot Robocop. Jones crashes through the window and then falls to his death. The president praised Robocop for his ability and asked her name, to which he replies, "Murphy".
